TORONTO - Today, Infrastructure Ontario, on behalf of TO2015, the Government of Canada, the City of Toronto and the University of Toronto, announced that PCL Aquatics Centre 2012 has signed a contract to design, build and finance during construction a high-performance complex that will house the Aquatics Centre and Field House and the Canadian Sport Institute Ontario (CSIO). 

This complex will be constructed for the Toronto 2015 Pan/Parapan American Games. Following the Games it will provide much needed training and recreation space for students at the University of Toronto Scarborough campus, high-performance athletes, sports teams and local residents. Construction of the complex will begin in July 2012 and is scheduled to be completed in summer 2014. 

During construction, the project will boost the regional economy by creating and supporting hundreds of jobs. At the peak of construction, it is estimated that 150 workers will be on site daily. PCL Aquatics Centre 2012 will begin preparing the site for construction during the coming weeks.

The multi-purpose facility will be built on land co-owned by the City of Toronto and University of Toronto Scarborough Campus. The centre will be jointly owned by the City of Toronto and the University.

PCL Aquatics Centre 2012 participated in an open, fair and competitive procurement process that was overseen by an independent fairness monitor and submitted the proposal that delivered the best value for taxpayers. The PCL Aquatics Centre 2012 team includes:

  • Construction: PCL Constructors Canada

The design and construction of the Aquatics Centre complex will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED) rating system, with the goal of achieving LEED Silver standard for the facility, as well as complying with the City of Toronto's Toronto Green Standard (TGS).

The entire project budget includes the final design, build and finance contract between Infrastructure Ontario and PCL Aquatics Centre 2012 as well as transaction fees and other ancillary costs that are currently being finalized. Current indications are that costs will be lower than originally projected, with the full project budget announced at an official groundbreaking event at the site in the coming months. 

The project will proceed under the province's alternative financing and procurement (AFP) model, which is managed by Infrastructure Ontario. AFP transfers to the private sector project risks within its control, including design coordination and construction scheduling.
