Infrastructure Ontario and the Centre for Addiction and Mental Health (CAMH) announced today the short-listed companies that will be invited to participate in the request for proposals stage to design, build, finance and maintain the Centre's Phase 1B capital redevelopment project. 

CAMH's Phase 1B project includes over 450,000 square feet of new construction at its 27-acre Queen Street West, Toronto, site. As part of the project, an existing administrative building will be demolished to make way for three new buildings. This project will continue the makeover of 1001 Queen Street West from an institutional campus to a community setting for client care. It will fully integrate CAMH's addiction program at one site, and support increased collaboration.  

  • The new facilities will: 
    provide capacity for 12 new beds - the first of their kind in Toronto - for youth dealing with mental health and addictions issues; 
  • house the Geriatric Mental Health Program, which combines 48 in-patient beds with a suite of outpatient programming and supports; and
  • improve client access to CAMH's programs by integrating them into the emerging Queen Street hub.

Based on a request for qualifications (RFQ) process that began in June 2008, five companies were pre-qualified for the project. Following evaluations, three companies were short-listed and will be invited to submit proposals for the project in late 2008. The short-listed companies include:

  • Integrated Team Solutions - EllisDon Corporation, LPF Infrastructure Fund, Fengate Capital, Honeywell Limited - Facilities Management, RBC Capital Markets and Parkin Architects Limited and Architecture+ (joint venture). 
  • Plenary Health - PCL Constructors Canada Inc., Johnson Controls, Plenary Group, B+H Architects.
  • Carillion Canada Inc. - Vanbots Construction Corporation, Carillion Services, Scotia Capital and Stantec Architecture Ltd., Architects. 

The remaining two pre-qualified companies will act as reserves to replace any of the short-listed companies should they be unable to participate in the request for proposals stage. The remaining pre-qualified companies being held in reserve include: 

  • Queen West Partners - Aecon Concessions, Black and McDonald, CIT Energy and Infrastructure, Perkins Eastman Black Architects Inc. and IBI Group Architects (joint venture)
  • Aspire/Meridiam - Walbridge-Aldinger, Dalkia Canada Inc., KPMG and Farrow 
    Partnership Architects Inc.

Infrastructure Ontario and the Ministry of Health and Long-Term Care are working with CAMH to build the new facilities, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.
