Infrastructure Ontario and the Centre for Addiction and Mental Health (CAMH) announced today that the request for proposals (RFP) has closed and that building teams have submitted proposals to design, build, finance and maintain CAMH's Phase 1B capital redevelopment project.

The Phase 1B of CAMH's 27-acre redevelopment project, which is expected to begin in early 2010, will continue the makeover of 1001 Queen Street West from an institutional campus to a community setting for client care. It will fully integrate CAMH's addiction program at one site and support increased staff collaboration.

Phase 1B includes demolition of an existing building and construction of three new buildings, designed to meet the needs of people requiring mental health and addiction services. 

The new Intergenerational Wellness Centre will include:

  • 12 new beds - the first of their kind in Toronto - for youth dealing with mental health and addictions issues;
  • the Geriatric Mental Health Program, which combines 48 in-patient beds with a suite of outpatient programming and supports. 

This phase also includes the CAMH Gateway Building, which will house outpatient services for CAMH's Addiction and Mood & Anxiety Programs, the primary care clinic and other central services. The third building in this phase is the Utilities and Parking Building, which combines a new central plant and CAMH's parking requirements with a gymnasium on the top floor.  

Over the next several months, Infrastructure Ontario and CAMH will evaluate the bidders' proposals based on criteria set out in the request for proposals. The successful bidder is expected to be announced in late 2009 when the project agreement has been finalized. The cost of the project will be announced publicly following financial close of the contract, which is scheduled for January 2010.

This project will create hundreds of construction jobs and spur economic activities that will benefit the region.

Infrastructure Ontario and the Ministry of Health and Long-Term Care are working with CAMH to build the new facilities, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.
