Request for Qualifications Issued

Residents of the London area region are a step closer to improved health care facilities today with the release of a Request for Qualifications (RFQ) to shortlist teams to build and finance redevelopment and consolidation projects at London Health Sciences Centre (LHSC) and St. Joseph's Health Care (SJHC), London.  

At LHSC, the project will involve the fit-out of approximately 565,000 square feet of shell and renovation space that will provide new, state-of-the-art facilities for diagnostic radiology and nuclear medicine imaging and will allow the consolidation of selected in-patient services at LHSC's Victoria campus, following the closure of South Street Hospital.

At SJHC, the project will involve the renovation of 115,000 square feet at the G.A. Huot Surgical Centre and the Diagnostic Imaging Centre located at Grosvenor Street.  This will provide much-needed clinical space for ambulatory services such as eye care, Ear, Nose and Throat, gynaecology, endoscopy and diabetes/endocrinology services

“This marks an important milestone for the London area,” said Minister of Public Infrastructure Renewal David Caplan. “These projects are part of the government's five-year, $30-billion infrastructure investment plan that represents the biggest investment in healthcare infrastructure in more than a generation.”

“This is a sign of our government's commitment to modernize and expand healthcare infrastructure to improve access to quality health care,” said George Smitherman, Minister of Health and Long-Term Care.

“Projects like this improve Ontario's healthcare system and support our quality of life,” said Christopher Bentley, Minister of Training, Colleges and Universities and MPP for London West. “The government's commitment in London-area hospitals is important to everyone in our community.”

“We're very pleased to be moving into a new phase with these redevelopment projects,” said Cliff Nordal, President and CEO of LHSC and CEO of SJHC, London. “They will enhance LHSC's reputation as a leading teaching hospital in Canada by providing a new home for women's and children's health, including a new birthing centre; adolescent and adult acute mental health care; medical and surgical inpatient care; specialized clinical laboratories; and a 350-seat teaching and auditorium. 

“At SJHC, the project encompasses renovations to support St. Joseph's Hospital's new role in ambulatory care,” added Nordal.  “We are delighted that this phase of construction is following so closely the recent June opening of the G.A. Huot Surgical Centre and the Diagnostic Imaging Centre.

Once qualified project teams have been short listed, they will be invited to respond to Requests for Proposals (RFP) for each of these projects starting in early 2007.  

The LHSC and St. Joseph's project RFQs were issued as part of a combined qualification process including three other healthcare infrastructure projects across the province. LHSC and St. Joseph's will manage their projects with Infrastructure Ontario, an arm's-length Crown corporation dedicated to the renewal of the province's hospitals, courthouses and other essential public assets.   

Ensuring appropriate public control and ownership, Infrastructure Ontario uses private financing to strategically rebuild vital infrastructure on time and on budget.  

All infrastructure projects will be guided by the principles in the government's Building a Better Tomorrow framework, ensuring public ownership of core public assets such as hospitals, schools and water and wastewater infrastructure.  www.infrastructureontario.ca
