TORONTO - Three teams are invited to compete for the contract to design, build, finance and maintain the Centre for Addiction and Mental Health (CAMH) Phase 1C redevelopment project.

An open, competitive request for qualifications process, overseen by Infrastructure Ontario (IO) and CAMH, began in March 2015. This process identified the top three teams with the design, construction, financial and facilities management capacity to deliver a project of this size and scope. The shortlisted teams invited to bid are Plenary Health, Fengate Bondfield Group and EllisDon Infrastructure Healthcare.

Once the RFP submissions are received, IO and CAMH will evaluate them and select the successful team. The winning team is expected to be announced in late 2016, with construction scheduled to follow shortly thereafter.

The redevelopment project will see the construction of two modern buildings along Queen Street West in Toronto that will integrate innovative treatment, research and education facilities with retail spaces, parks and the surrounding neighbourhood. The project will create jobs and result in the new construction of approximately 655,000 square feet of new space, which will include:

  • inpatient and outpatient clinical services for people with complex mental illness, including emergency care and therapeutic support
  • research and educational facilities
  • information and resource facilities

The project includes the extension of roads, parks and green space improvements and restoration of heritage structures around the facility.

This project is being delivered using Infrastructure Ontario's Alternative Financing and Procurement (AFP) model, an innovative way of financing and procuring large, complex public infrastructure projects. IO and the Ministry of Health and Long-Term Care are working with CAMH to build the new facility, which will be publicly owned, controlled and accountable.

Quick Facts

  • The CAMH project is one of 24 health-care projects currently being managed by IO.
  • 34 hospital projects have been completed using the AFP model as of September 30, 2015.
  • IO's 2015 Track Record Report showed that 98 per cent projects have been completed on budget.
