The request for proposals stage for pre-qualified building teams to submit bids to build and finance Kingston General Hospital's Expansion and Redevelopment Project has closed. This is one of the final stages in the competitive procurement process before construction begins. 

The Kingston General Hospital project will provide 170,000 square feet of additional space and will renovate 143,000 square feet of the existing facility. Highlights of the redevelopment include: 

  • New units for inpatient mental health, inpatient paediatrics and medical surgical beds;
  • Expansion of the Level 3 Intensive Care Unit from 21 beds up to a capacity of 33 beds. Patients will have increased access to receive the most urgent care needed in a family oriented environment, which will include a family lounge area and quiet consultation rooms; 
  • An expanded cancer centre with:
    o two new radiation bunkers;
    o more than double the space for chemotherapy treatment; and
    o a specialized clinic area for paediatric patients
  • A new, larger 40-station in-centre Kidney Dialysis Unit; and
  • An expanded and upgraded Central Processing Services, which is a key support to surgical services. 

“This project demonstrates our government's commitment to provide resources and facilities to serve the health care needs of people across Ontario,” said David Caplan, Minister of Public Infrastructure Renewal. “It is part of the government's five-year $30- billion-plus infrastructure investment plan which represents the biggest investment in health care infrastructure in more than a generation.”

“This expansion is an essential part of the government's commitment to renew hospitals,” said George Smitherman, Deputy Premier and Minister of Health and Long-Term Care. “Such projects will help lower wait times and improve access to quality family health care for all. Once complete, area residents will be able to get the care they need, when they need it, close to home.” 

The hospital has also begun site preparations for the redevelopment project. The site work includes:

  • Renovations to accommodate the relocation of clinics and offices from Fraser Armstrong Patient Centre 2 to pave the way for the critical care unit expansion;
  • Repairs to a Barrie St. property to accommodate decanting of offices; and, 
  • Minor renovations to areas on Connell 7 and Dietary 2 that will also be used to decant clinic/offices during redevelopment. 

The prepatory site work is taking place in stages and is expected to be completed in spring 2008. The contract for that work was awarded to Kingston's Emmons and Mitchell Construction Ltd.

“The province's leadership to move forward with this project will help to create an advanced, accessible and effective health care system and most importantly, meet the changing needs of our community,” said Linda Ann Daly, Chair, Kingston General Hospital Board of Directors. 

The request for proposals to build and finance the Kingston General Hospital's redevelopment project was issued on October 5, 2007 and five pre-qualified bidders were invited to bid on the project. Once submissions are reviewed, a winning team will be selected in spring 2008, with construction scheduled to begin shortly after. 

Infrastructure Ontario and the Ministry of Health and Long-Term Care are working with Kingston General Hospital to redevelop the hospital, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget. 

This project is guided by principles outlined in the province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.
