TORONTO - The deadline for Request for Proposal (RFP) submissions by consortium to bid on the North Bay Regional Health Centre (NBRHC) has been extended from September until mid-October. The extension has been granted in response to bidders' requests to have more time to prepare their submissions and perform needed due diligence before submitting their bids. 

The announcement was made last night at a North Bay community meeting hosted by Nipissing MPP Monique Smith and North Bay General Hospital's President and CEO Mark Hurst. The new facility, like all hospitals in Ontario, will be publicly owned, publicly accountable and publicly controlled.

“The government of Ontario is committed to moving this project forward,” said Nipissing MPP Monique Smith. “Due to the complexity of the North Bay Regional Health Centre, it is in the best interest of the hospital and the Province to allow more time for bidders to provide competitive submissions.”

The North Bay Regional Health Centre is a large, complex project involving the consolidation of two separate facilities, the North Bay General Hospital and the Northeast Mental Health Centre, into one co-operative health care campus.

The three pre-qualified consortia that have been invited to respond to the RFP include:

  • Hospital Infrastructure Partners - Carillion Canada Inc., EllisDon Corporation, CIT Financial, LPF Realty (owned 100 per cent by Labourers' Pension Fund of Central and Eastern Ontario);
  • Plenary Health - Plenary Group, Deutsche Bank AG, PCL Constructors Canada, Johnson Controls; and
  • SNC Lavalin - SNC-Lavalin Engineers and Constructors Inc., SNC-Lavalin Investments, SNC-Lavalin Profac.

North Bay General Hospital and the Northeast Mental Health Centre's combined capacity at the NBRHC will ensure residents have access to modern health care programs and services well into the future.

The NBRHC project is managed by Infrastructure Ontario under the government's Alternative Financing and Procurement (AFP) program. All AFP projects are strictly governed by the principles set out in the Ontario government's Building a Better Tomorrow framework.
