Shortlisted Companies Invited To Bid In Final Procurement Stage 

TORONTO - A key milestone has been reached towards improving health care for London area residents. A request for proposals (RFP) was released today to build and finance the first phase of the capital redevelopment project at St. Joseph's Hospital. 

“Today's call for construction bidders brings the St. Joseph's Health Care project one step closer to completion,” said David Caplan, Minister of Public Infrastructure Renewal.  “Through ReNew Ontario, the government's $30-billion infrastructure investment plan, we are rebuilding Ontario's infrastructure and making the single biggest investment in the province's hospitals in well over a generation.” 

The following pre-qualified companies have been asked to respond to the RFP to build and finance the site's redevelopment: 

  • Bird Construction Company Ltd.
  • Bondfield Construction Company Ltd. 
  • D. Grant & Sons Ltd. 
  • EllisDon Corp. 
  • PCL Constructors Inc.
  • SNC-Lavalin Group Inc.  
  • Tonda Construction Ltd. 

The seven general contractors were short-listed through a request for qualifications (RFQ) issued on March 21, 2006. The RFQ process identified companies with the construction, operational and financial capacity required to undertake a project of this size and complexity. Once submissions to the RFP are received and reviewed, a winning proponent will be selected.  Construction is scheduled to begin in early 2007.

The project encompasses renovations of St. Joseph's Hospital to support its new role in ambulatory care, including a focus on day surgery, some short-stay programs and prompt care services.

This project supports the McGuinty government's plan to build a healthcare system that focuses on three priorities - keeping Ontarians healthy, reducing wait times and improving access to doctors and nurses.

St. Joseph's Health Care, London will manage the project with Infrastructure Ontario under the province's Alternative Financing and Procurement (AFP) program.  The redeveloped facility, like all public hospitals in Ontario, will be publicly owned, publicly accountable and publicly controlled.

Infrastructure Ontario, an arms-length crown corporation, uses private-sector expertise to expand and renew public assets and deliver infrastructure projects on time and on budget using best practices recognized worldwide.

This project is being implemented according to the principles of the Building a Better Tomorrow Framework, which outlines a made-in-Ontario approach for planning, financing and procuring public infrastructure.
