Short-listed Construction Teams Invited to Bid

WOODSTOCK - The replacement facility for the Woodstock General Hospital project has reached another key milestone today with the release of a request for proposals (RFP) to build, finance and manage hard facilities at the new hospital.

The Woodstock General Hospital project includes construction of a 178-bed facility of approximately 350,000 square feet. The new hospital will replace the aging, existing community hospital in Woodstock and bring expanded regional programs and services to Woodstock and Oxford County.

“Our government is making much-needed improvements to Ontario's infrastructure at an unprecedented rate,” said David Caplan, Minister of Public Infrastructure Renewal. “This project in Woodstock is part of ReNew Ontario, the McGuinty government's $30-billion plus infrastructure investment plan to modernize public infrastructure while ensuring value for taxpayer dollars.”

“This project is an essential part of our government's plan to renew hospitals and lower emergency room wait times in the local community and across the province,” commented Deputy Premier and Minister of Health and Long-Term Care, George Smitherman. “Once complete, this new replacement hospital will improve access to important health services so that Woodstock residents will get the care they need, when they need it.”

The three-storey replacement hospital will provide a full-range of clinical services including inpatient and outpatient surgical services, therapy services, mental health, cardio-respiratory, pharmacy and laboratory services and a digital imaging department. The new state-of-the-art facility will include:

  • A new 22-bed inpatient rehabilitation program, in partnership with available community agencies;
  • Diagnostic Imaging (DI) using the latest in digital imaging technologies for diagnosis and reductions in patient wait times;
  • Surgical services with five operating room theatres;
  • Inpatient medical/surgical beds;
  • 12 critical care beds and 33 complex continuing care beds, including a six-bed palliative care unit;
  • A maternal/child/women's health unit with 14 beds, including five birthing rooms; and
  • Mental health beds.

“This new replacement hospital will bring welcome improvements to health care services for residents in the Woodstock area,” said John Wilkinson, Minister of Research & Innovation and MPP for Perth-Wellington. “Today's announcement demonstrates our government's commitment to providing the resources and infrastructure that will address the health care needs of Oxford County's growing community."

With this new facility, Woodstock General Hospital aims to provide a high quality healing environment for its patients with improved patient comfort and the latest technologies in bedside services and communications.

The following building teams were short-listed through a request for qualifications issued in June 2007 and have been invited to bid on the project:

  • ITS (Integrated Team Solutions) consisting of EllisDon Corp., EllisDon Facility Services Fengate / LPF Infrastructure Fund and Honeywell;
  • Plenary Health consisting of Plenary Group, Deutsche Bank, PCL Constructors and Johnson Controls; and
  • Carillion.

These teams have the construction, operational and financial capacity required to undertake a project of this size and complexity. Once submissions to the RFP are received and reviewed, a winning team will be selected in the summer of 2008, with construction expected to begin in the fall of 2008.

Infrastructure Ontario and the Ministry of Health and Long-Term Care are working with Woodstock General Hospital to develop the new replacement hospital, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.

The project is guided by the principles outlined in the province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.
