TORONTO - Infrastructure Ontario (IO) and the Centre for Addiction and Mental Health (CAMH) have released a request for qualifications (RFQ) to design, build, finance and maintain the facility's Phase 1C Redevelopment Project.

The redevelopment project will see the construction of two modern buildings along Queen Street West that will integrate innovative treatment, research and education facilities with retail spaces, parks and the surrounding neighbourhood. The project will result in the new construction of approximately 600,000 square feet of new build space, which will include:

  • inpatient and outpatient clinical services for people with complex mental illness, including emergency care and therapeutic supports
  • research and educational facilities
  • information and resource facilities

The project will also see the extension of roads, parks and green space improvements and restoration of heritage structures.

The project will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED®) rating system, with a goal of achieving the LEED® Silver certification. LEED buildings focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources.

The RFQ is the first step in the procurement process to select a team to design, build, finance and maintain the new facilities. Submissions will be reviewed to pre-qualify project teams with the design, construction and facilities management experience as well as the qualified personnel and the financial strength to deliver a project of this size and complexity. These teams will then be invited to respond to a request for proposals, expected to be released in fall 2015.

In advance of issuing the request for qualifications, IO and CAMH contracted Montgomery Sisam Architects and KPMB Architects as the planning, design and compliance team for the redevelopment project. The planning, design and compliance team establishes the guidelines and performance requirements the successful development team must meet when preparing their submissions for the project. Montgomery Sisam Architects and KPMB Architects will also monitor construction progress and provide coordination and oversight services throughout the course of the project.

IO is a Crown agency of the Province of Ontario that works to deliver public benefits through partnerships with the private sector. IO delivers large, complex public infrastructure projects using a made-in-Ontario modern procurement and project management practice called Alternative Financing and Procurement. IO also partners with the private sector to manage one of the largest real estate portfolios in Canada, provides municipalities and eligible public-sector clients with loans to renew public infrastructure, and leverages its private-sector expertise to advise the provincial public-sector clients on commercial transactions.

The Centre for Addiction and Mental Health (CAMH) is Canada's largest mental health and addiction teaching hospital, and one of the world's leading research centres in its field. CAMH combines clinical care, research, education, policy development and health promotion to help transform the lives of people affected by mental health and addiction issues.
