TORONTO - Infrastructure Ontario released a request for qualifications (RFQ) today for interested proponents to design, build, finance and maintain the new St. Joseph's Health Care, London (St. Joseph's) Regional Mental Health Care London and St. Thomas projects.

Both regional mental health facilities will serve individuals experiencing severe and persistent mental illness.

The new Regional Mental Health Care London facility will be constructed adjacent to Parkwood Hospital in London.  Its programs will accommodate inpatient and outpatient services for assessment; mood and anxiety disorders; psychosis; dual diagnosis; geriatric psychiatry; adolescent psychiatry; and concurrent disorders.   

Regional Mental Health Care St. Thomas will be a new forensic mental health facility built on the existing lands in St. Thomas. It will provide specialized inpatient and outpatient services, including assessment, treatment, outreach and support services to individuals with a mental illness who have come into significant contact with the criminal justice system.  

The RFQ is the first step in the procurement process to select a team to design, build, finance and maintain the new facility.

RFQ submissions will be reviewed to pre-qualify project teams with the design, construction and facilities management experience, the qualified personnel and the financial strength to deliver a project of this size and complexity. Pre-qualified teams will then be invited to respond to a request for proposals (RFP), expected to be released this coming winter, to design, build, finance and maintain the new facility.

Infrastructure Ontario and the Ministry of Health and Long-Term Care will work with St. Joseph's to build the hospitals, which will remain publicly owned, publicly controlled and publicly accountable.  Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.
