TORONTO - Infrastructure Ontario and the Ministry of Community Safety and Correctional Services have issued a request for qualifications (RFQ) for the Toronto South Detention Centre project.

The RFQ is the first step in the process to select a consortium to design, build, finance and maintain the new facility, which will be located on the south portion of the Mimico Correctional Centre site. Hard facilities maintenance will be provided by the successful building team. The facility will, in all other respects, be operated by Ministry of Community Safety and Correction Services staff as a correctional facility.

“This project is part of the McGuinty government's ReNew Ontario infrastructure renewal plan - a five-year $30-billion-plus infrastructure investment plan that represents the biggest investment in provincial infrastructure in more than a generation,” said David Caplan, Minister of Public Infrastructure Renewal.

“The project reaffirms the McGuinty government's commitment to fight crime and keep Ontario communities safe,” said Rick Bartolucci, Minister of Community Safety and Correctional Services. “The new Toronto South Detention Centre will provide our community with the modern infrastructure, crucial to protecting public safety.”

Across Canada, provinces are facing an increasing adult offender population, especially among those awaiting trial or sentencing. Construction of the 1,650 bed modern, state-of-the-art detention centre ensures the government is meeting the demands in the correctional system, now and in the future.

RFQ submissions will be reviewed to pre-qualify project teams with the design, construction and facilities management experience, qualified personnel and financial strength to deliver a project of this size and complexity. Pre-qualified teams will be invited to respond to a request for proposals (RFP) to design, build, finance and maintain the new facility, which is expected to be released in summer 2008. 

Infrastructure Ontario is working with the Ministry of Community Safety and Correctional Services to develop the facility. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.

This project is guided by principles outlined in the province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.
