Request for Qualifications Issued for New Detention Centre

TORONTO - Infrastructure Ontario and the Ministry of Community Safety and Correctional Services issued a request for qualifications (RFQ) today to identify companies qualified to design, build, finance and maintain the South West Detention Centre. The proposed site is located in Windsor, Ontario.

Construction of the 315-bed male and female state-of-the-art detention centre will help to stimulate the local economy. This investment will create spin off benefits in the community and region. During construction of the detention centre, monies will be spent on purchasing supplies from local businesses and potentially hundreds of construction workers will be employed with the project. There will also be an increase of correctional services jobs once the South West Detention Centre project is complete.

“This project reaffirms the McGuinty government's commitment to creating employment opportunities while updating and renewing vital infrastructure across the province,” said Rick Bartolucci, Minister of Community Safety and Correctional Services. “The new South West Detention Centre will be built to the highest security standards and every measure will be taken to ensure public safety.”

RFQ submissions will be reviewed to pre-qualify project teams with the design, construction and facilities management experience, qualified personnel and financial strength to deliver a project of this size and complexity.

Pre-qualified teams will be invited to respond to a request for proposals, which is expected to be released in late 2009, subject to requisite approvals for the proposed site.

The South West Detention Centre will target Leadership in Energy and Environmental Design (LEED) Silver standard, which focuses on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources.

Infrastructure Ontario is working with the Ministry of Community Safety and Correctional Services to develop the facility. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.
