Project Attracts Industry Interest 

Infrastructure Ontario and Kingston General Hospital have short-listed six companies to build and finance the redevelopment of the hospital and the Cancer Centre of Southeastern Ontario. 

“We are pleased to see the construction industry's interest in taking part in this project,” said Minister of Public Infrastructure Renewal David Caplan. “Our government is making much-needed improvements to Ontario's infrastructure at an unprecedented rate. Competitive interest in public projects will ensure value for taxpayers' dollars as we build strong, prosperous communities.”  

“This is a sign of our government's commitment to modernize and expand health care infrastructure to improve access to quality health care,” said Minister of Health and Long-Term Care George Smitherman. 

The following companies have been short-listed for this project: 

  • Bondfield Construction Co. Ltd. 
  • Carillion Canada Inc. 
  • EllisDon Corp. 
  • M. Sullivan & Son Limited  
  • PCL Constructors 
  • Vanbots Construction Corp. 

A Request for Qualifications was issued on April 4, 2007. The process identified bid teams with the development, construction and financial capacity required to undertake projects of this size and complexity. 

The short-listed companies will be invited to respond to a request for proposals (RFP) for the project, which is expected be issued in late summer 2007.

“This is an exciting time for us as we move forward with our plans to redevelop Kingston General Hospital and the Cancer Centre for Southeastern Ontario,” said Kingston General Hospital President and CEO Joe de Mora. “We will continue to work toward meeting the growing health care needs of our community.” 

The Kingston General Hospital Redevelopment Project will comprise 164,000 square feet of new construction and 145,000 square feet of renovations of both the hospital and Cancer Centre for Southeastern Ontario. Highlights of the redevelopment project include: 

  • Construction of a new, expanded 40-station in-centre Kidney Dialysis Unit;
  • a new 25-bed unit for inpatient pediatrics, where all pediatric care will be consolidated;
  • Expansion of the Level 3 Intensive Care Unit from 21 beds up to 33 beds;
  • Increased chemotherapy treatment chairs from the current 15 up to 39 chairs; and
  • The addition of two new radiation bunkers to increase cancer treatment capacity. 

By increasing services, patients will have better access to the care they need close to home in comfortable surroundings. The expansion and redevelopment will allow the hospital to better meet current patient volumes and the expected volumes in coming years. 

Infrastructure Ontario is working with Kingston General Hospital to redevelop the hospital, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects-ensuring they are built on time and on budget. 

This project is guided by principles outlined in the Province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities. The Kingston General Hospital project is one of many infrastructure projects being upgraded and modernized under ReNew Ontario, the government's five-year, $30­billion plus public infrastructure investment plan.
