What are Community Health and Social Services Hubs?
Community Health and Social Services Hubs are incorporated non-profit organizations that provide community-based healthcare and social services. Each hub brings health and social service agencies together in a single location to target the specific needs of a community. They receive funding support from federally, provincially or municipally funded programs in Ontario.
How does the government define a Community Health and Social Services Hub?
To qualify the hub must be comprised of at least one of each of the following two types of organizations:
Community Health Organizations
- Community Health Centre
- Aboriginal Health Access Centre
- Mental Health and Substance Abuse Centre
- Supportive Housing
Social Service Organization/Agency funded by:
- Ministry of Community and Social Services
- Ministry of Citizenship and Immigration
- Ministry of Child and Youth Services
Please note: Since Aboriginal Health Access Centres include both community health and social services they already qualify as a loan client on their own as well as part of a hub.
How is eligibility determined for Community Health and Social Services Hubs?
To be eligible for financing, the hub must:
- Receive funding from one of the three levels of government: federal, provincial or municipal
- Provide facilities or a shared space for the delivery of health and social services to a community with ongoing government involvement and clear legislative or policy frameworks
What types of projects would be eligible for Community Health and Social Services Hubs?
Most depreciable capital expenditures are eligible for affordable, long-term financing, including:
- New construction, acquisition, or renovation of facilities
- Accessibility improvements
- Acquisition of medical equipment
- Energy efficiency projects (windows, doors, lighting)
- Water, hydro, communications and HVAC systems
Where facilities are operated, but not owned, leasehold improvements may also be considered an eligible expenditure.
What is an Aboriginal Health Access Centre?
Aboriginal Health Access Centres are Aboriginal community-led, primary health care organizations. They provide a combination of traditional healing, primary care, cultural programs, health promotion programs, community development initiatives, and social support services to First Nations, Métis and Inuit communities.
What types of projects would be eligible for Aboriginal Health Access Centres?
Most depreciable capital expenditures are eligible for affordable, long-term financing, including:
- New construction, acquisition, or renovation of facilities
- Accessibility improvements
- Acquisition of medical equipment
- Energy efficiency projects (windows, doors, lighting)
- Water, hydro, communications and HVAC systems
Where facilities are operated, but not owned, leasehold improvements may also be considered an eligible expenditure.
What are Non-profit Sports and Recreation organizations?
Sports and Recreation organizations are legally incorporated non-profit organizations that provide sports and recreation services to communities throughout Ontario.
What types of projects would be eligible for Sports and Recreation organizations?
Most depreciable capital expenditures are eligible for affordable, long-term financing, including:
- New construction, expansion, or renewal of facilities and equipment
- Accessibility improvements
- Energy efficiency projects (windows, doors, lighting)
- Water, hydro, communications and HVAC systems
How does my organization apply for a loan under the new expansion?
Applicants must register for a username and password to access our online WebLoans system. When the online application is complete and the required documentation is submitted, a financial analysis of the application will begin to determine the client’s ability to service the loan. Upon approval, a financing proposal is developed and reviewed by the client. The proposal is then submitted for approval by Infrastructure Ontario’s Financial Transaction Committee. If approved, a Financing Agreement is created and signed off on by both parties. Once there is a signed FA, money can be flowed to the client.
What terms, rates and conditions will be attached to the loans in the new sectors?
Depending on the sector, eligible clients may select repayment terms of 5 to 25 years. However, the repayment period must not exceed the expected life of the capital asset.
The loan interest rate varies with the term of the loan; a 10-year loan term would have a different rate than a 25-year term. All interest rates for current eligible sectors are posted on Infrastructure Ontario's Web site and rates for all different loan structures and terms are available.
Infrastructure Ontario's loan pricing recognizes the unique fundamental credit character of each sector. Pricing is based on the relative long term credit strengths of each sector, recognizing the varying degrees of government involvement and the security afforded to Infrastructure Ontario.
