Access Justice Durham has been chosen by the Province to design, build, finance and maintain the Durham Consolidated Courthouse and construction is on track to break ground in April 2007.

The Durham Consolidated Courthouse will be a modern, integrated facility that will consolidate Superior Court and Ontario Court justice services currently delivered from eight locations across the Durham region. 

“A tremendous milestone was reached today -- a milestone which paves the way for improved access to justice services in the Durham region,” said David Caplan, Minister of Public Infrastructure Renewal.  “I congratulate Access Justice Durham on becoming the successful bidder for this project and look forward to the start of construction.”

“The new building will be the most technologically advanced courthouse in the province,” said Michael Bryant, Attorney General.  “By investing in infrastructure, the McGuinty government is helping to ensure that first class facilities and services are available to all Ontarians.” 

  • Highlights of the Durham Consolidated Courthouse:  
    Five courtrooms will be outfitted for video conferencing
  • Two remote video testimony rooms will accommodate vulnerable and child witnesses
  • Enhanced accommodation for interpretation/translation including one jury room permanently equipped for simultaneous translation and three portable translation booths available
  • Designed to be compliant with the Ontario Disabilities Act

The Durham Consolidated Courthouse will be the first Ontario government building to receive the Canada Green Building Council's Leadership in Energy and Environmental Design (LEED) silver certification for incorporating environmentally-sustainable construction practices and energy-efficient design.

“This project will create hundreds of jobs in the local construction industry and will be a major catalyst for revitalization in downtown Oshawa, a designated provincial growth centre,” said MPP Wayne Arthurs, Pickering-Ajax-Uxbridge.

Infrastructure Ontario and the Ministry of the Attorney General will work with Access Justice Durham to construct the new courthouse.  Infrastructure Ontario is a Crown corporation dedicated to managing some of the Province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.

This project is guided by the principles outlined in the Province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.  The Durham Consolidated Courthouse is one of many infrastructure projects being constructed under ReNew Ontario, the government's five-year, $30 billion plus public infrastructure investment plan.
