Project Development
This division is responsible for engaging federal and provincial government ministries and agencies, universities, school boards and municipal governments about AFP and Infrastructure Ontario.
ROLE OF PROJECT DEVELOPMENT
To inform and educate municipalities and government departments/agencies about:
- What is AFP?
- The benefits of AFP
- Opportunities to use AFP and its application
- Preliminary value-for-money assessments of projects
- Infrastructure Ontario’s role following the province’s assignment of a project
Additionally, the department brings together internal and external financial experts (i.e. cost consultants, transaction and process advisors) to develop preliminary value-for-money assessments, early-stage budget forecasts and other project-related forecasts (i.e. traffic forecasts for transportation projects).
Following a preliminary assessment of potential AFP projects, Project Development will recommend that a project be assigned to Infrastructure Ontario only if it is suitable for AFP and shows a positive value-for-money.
Once a government project is assigned to Infrastructure Ontario, Project Development assists the ministry/department to establish the project scope and to transition the project to Infrastructure Ontario’s Project Delivery team – the group that manages procurement and oversees construction of AFP projects.
