Since 2005, Infrastructure Ontario has enabled Ontario’s universities (and their affiliated colleges) to access affordable financing for capital investments that support their position as world-class educational institutions.
Eligibility
For a list of Ontario universities and affiliated colleges that are eligible to apply for a loan from Infrastructure Ontario please see the Program Guidelines.
Eligible Projects
Universities and their federated and affiliated colleges can access affordable financing from Infrastructure Ontario for any capital investments, including but not limited to:
- Construction or renovation of facilities (labs, recreational facilities,
libraries, residences etc.)
- Energy efficiency projects (windows, doors, lighting, etc.)
- Water, hydro, HVAC and communications systems
- Accessibility improvements
- Vehicles and maintenance equipment
- Double cohort expansion projects
- Daycare projects
Please note, universities and federated and affiliated colleges can borrow to refinance capital projects (such as double cohort expansions) undertaken between January 1, 2002 and December 31, 2003.

Clients that have already obtained a username and password can login to the WebLoans Online Application System anytime.
