Director, Portfolio Planning

Position Purpose

To provide research, analytics and reporting support to the Portfolio Planning team.

Key Function and Responsibilities

1. Provide research, analytics and reporting support to the Planning team.

  • Work in collaboration with the team to assemble, review and combine portfolio data from various sources to create informative and meaningful reports in support of Portfolio Planning initiatives.
  • As assigned, develop reports and ministry portfolio analysis on behalf of the Specialized Portfolios (SP) team for internal and external uses which may include Ministry Accommodation Plans (MAPs), Accommodation Work Plan reports, Ministry of Infrastructure (MOI) reporting, etc.
  • Provide support to the Director, Specialized Portfolios in maintaining the Real Estate Options Analysis tracking report as required.
  • Support the Director, Portfolio Planning in maintaining the Real Estate Advice tracking report.
  • Act as the SP representative for the coordination of dashboard reporting which includes data management and file tracking between SP, the Sales team and the Research and Analytics team.
  • Coordinate the management, tracking and accuracy of the pool of funds dedicated to portfolio restructuring and divestment due diligence (RPP Rightsizing Budget).
  • Support and coordinate the collection, tracking and accuracy of the pool of data the is required to support Infrastructure Ontario's (IO) 10-year plan to divest of all surplus realty assets (10-Year Divestment Plan) and other government initiatives including Community HUBS, Ontario's Fair Housing Plan, etc.
  • Identify and action process improvements to current Portfolio Planning and SP processes.
  • Coordinate the surplus declaration process of realty assets that form the General Real Estate Portfolio (GREP) through the provincial property circulation process.


2. Contribute to real estate and accommodation planning to support provincial ministry programs.

  • Responsible for gathering, populating and analyzing client ministry data in collaboration with the SP team Client Advisors.
  • Represent the SP team through the coordination and analysis of ministry client dashboards, realty asset occupancy surveys, etc.


3. Support the development of real estate strategy, advice and business cases.

  • Support the SP Client Advisors and Portfolio Planning Advisors with the development of Real Estate Options Analysis (REOA), Real Estate Advice (REA) and general business cases to provide advice and strategies to enable real estate accommodation solutions for ministry programs.
  • Provide market research information to both the SP and Portfolio Planning teams to help inform the development of REOAs, REAs and ministry accommodation forms.


4. Lead the collection, analysis and accuracy of data and the support ongoing operational processes.

  • Compile, analyze and vet incoming and outgoing data used by the Portfolio Planning and SP teams to ensure accuracy and consistency of team outputs across IO business units. Liaise with internal and external stakeholders to source accurate and reliable assumptions for financial models.
  • Responsible for holding IO Project Managers (PM) accountable for the completion and accuracy of data inputs that support ongoing systems and initiatives at IO. This includes but is not limited to the 10-Year Divestment Plan, Asset Categorization, Circulation as well as critical systems such as RP4, PMIS, OpenText Livelink, etc.
  • Support IO Project Managers (PM) by assisting with the completion and accuracy of data inputs that support ongoing systems and initiatives at IO.   • Create and maintain real estate financial models with standard evaluation methods (e.g. NPV, IRR, sensitivity analysis, etc.) and other analytical tools. Assess the cost-benefit implications of proposed real estate options, advice and strategies.


5. Remain current on public and private sector real estate industry trends.

  • Establish and maintain linkages with the real estate industry to keep up to date on issues and trends concerning the public/private sector real estate industry.
  • Review market reports and studies to remain current on industry trends, revenue and cost assumptions for a unique range or realty assets in a mix of Ontario markets.


6. Develop, enhance and maintain strong relationships.

  • Interact with internal experts and project stakeholders for the purpose of coordinating tasks, leading initiatives and collecting data/information.


7. Other duties as assigned from time to time as required by management.


Education and Knowledge

  • Post-secondary degree in real estate, business, economics, finance or related field.
  • Solid knowledge of financial analysis and modeling including but not limited to Net Present Value (NPV), cost benefit analysis, cash flows, payback methodologies, etc.
  • Knowledge of real estate asset management fundamentals, markets and trends.
  • Good knowledge of databases, reporting and business processes.


  • A minimum of 3 years of work experience including at least 1 year of experience in asset management, portfolio planning and/or corporate real estate.
  • At least 1 year of experience in financial modeling.
  • Combination of public and private sector experience is an asset.

Skills and Personal Attributes

  • Excellent analytical skills to research, synthesize and analyze complex data and other information in order to prepare financial models, reports and presentations.
  • Technically sound in financial analysis and modeling.
  • Solid communication skills (verbal and written) with the ability to present, defend and sell your analysis, complex concepts and strategies in a clear, coherent and legible manner.
  • Excellent interpersonal skills and a proven ability to build positive relationships and deal effectively with external and internal stakeholders.
  • Customer/client focused attitude, collaborative style, good organizational skills and the ability to work in a fast-paced environment of an evolving organization.
  • Strong proficiency in the use of Microsoft Office products, specifically advanced Excel skills, as well as other commonly used business technology used by Infrastructure Ontario.
