Position Purpose

To provide strategic real estate advice and expertise to stakeholders and client ministries to ensure optimum utilization of provincial office buildings in support of government objectives. To work directly with internal and external stakeholders to identify, develop, recommend and present, complex office real estate portfolio opportunities and solutions for effective Ministry program delivery. To be an integral part of managing the client relationship by working with the Director Office Real Estate and Client Program Planning Manager, in addition to all stakeholders and client ministries.

Key Function and Responsibilities

1. Provide strategic real estate advisory services to stakeholders and client ministries

  • Consult with the Office Real Estate Team, internal business partners and client ministries to identify short and long term real estate needs to support effective and efficient program delivery.
  • Identify, develop and present space and cost saving opportunities within client ministry real estate portfolios in support of government objectives and priorities.
  • Manage and lead strategic portfolio reviews, space utilization studies, feasibility studies and alternate usage studies to assess program and government need for real estate.
  • Lead and coordinate the review and development of the ministries Results Based Plans by providing financial analysis, costing and real estate advice and recommendations.
  • Collaborate with internal business partners to ensure effective customer service delivery in support of IO's strategic plan.
  • Manage the initiation of a request to project implementation of the End to End Accommodation process for new space, lease renewals, terminations and transfers, including oversight of the transaction management phase.
  • Review ministry Treasury Board submissions which impact real estate to identify, evaluate and provide solutions to portfolio issues and action that may be required.
  • Prepare and present reports for ministry senior management decision making.
  • Support IO's strategic plan to be customer service focused by providing insight into client ministries.


2. Conduct real estate and accommodation planning for client ministry real estate portfolios

  • Provide strategic asset and accommodation planning for client ministries to rationalize and optimize the ministry and province's real estate portfolio.
  • Coordinate the procurement of internal and external expertise for real estate and accommodation planning purposes.
  • Research industry and other necessary inputs for the development of strategic portfolio recommendations.
  • Meet with client ministries to present and discuss real estate portfolio recommendations and space and cost savings accommodation opportunities.
  • Develop and present annual ministry based portfolio plans and accommodation strategies to meet ministries short and long term real estate and program needs, within the framework of the portfolio strategy.
  • Support IO Corporate Key Performance Indicators as identified by senior management.


3. Develop and present business cases for client ministry real estate portfolios in support of 1. & 2.


  • Evaluate the impact of long term decisions; conduct risk analysis of various options and the associated financial, real estate and program implications.
  • Provide strategic lease planning to ministries to rationalize and optimize new, current and renewing leases including associated cost/benefit analysis.
  • Ensure that all analysis takes into consideration Provincial Guidelines and Standards and the priorities and objectives of the Provincial Government, its customers and any political sensitivity.
  • Provide customer ministries with market data and research, including leasing trends and costs, to assist the ministries with developing annual accommodation plans.
  • Assess asset viability and utility against government real estate priorities and objectives by developing, and coordinating the application of financial analysis methods such as cost benefit analysis, expenditure payback analysis, present value analysis and cash flow analysis.
  • Identify, analyze, and forecast local, regional and provincial real estate and economic conditions and trends and make recommendations on the implications on ministries real estate portfolios.


  • Present business cases including supporting financial analysis to Director Office Real Estate Portfolio, client ministries and if requested to senior management.


4. Develop, enhance and maintain strong client relationships

  • Meet with client ministries on a regular basis to gain in-depth understanding of their programs, culture and customers.
  • In partnership with the Director Office Real Estate and Client Program Planning , ensure decision makers understand the accommodation recommendations and solutions.
  • Assist in the development of the ministry Account Plans which provide the IO Business Units with a better understanding of the ministries Strategic Business Priorities, Issues/Risks/Opportunities and their strategic Real Estate needs.
  • Assist in investigation and resolution for ministry non-resolved real estate issues affecting ministry programs and service delivery.
  • Communicate MOI/IO's real property program and services to client ministries.
  • Inform ministries on government priorities and objectives (i.e. Workplace Environment Guideline) and the application and benefits thereof.
  • Work with Director Office Real Estate and other IO business units to establish, maintain and strengthen relationship with client ministries.


5. Remain current on government and real estate industry trends

  • Establish and maintain linkages with the real estate industry to keep up to date on issues and trends concerning the public/private sector real estate industry.


6. Other duties as assigned from time to time as required by management.


Education and Knowledge

  • Post-secondary degree or diploma in real estate, planning, business, economics or related field
  • Knowledge and understanding of real estate trends and financial analysis such as present value, cost benefit, cash flow and payback methodologies
  • Knowledge of Client Relationship Management or similar training


  • 5-7 years experience in strategic asset management, real estate consulting or corporate real estate
