Position Purpose

Manage client relationships and provide strategic office real estate advice, recommendations and solutions to clients in support of program requirements, government objectives and priorities. Provide leadership to a client facing team to ensure consistent and supported office real estate recommendations, deliverables and reporting aligned with government objectives and priorities.

Key Function and Responsibilities

 

1. Provide strategic office real estate advisory services to client ministries and stakeholders

  • Provide strategic office accommodation planning to ministries to rationalize and optimize new, current, and renewing leases.
  • Work directly with internal and external stakeholders to identify, develop, recommend and present, complex real estate portfolio opportunities and solutions to support effective Ministry program delivery.
  • Provide strategic office real estate advice, and accommodation planning for ministries to rationalize and optimize the ministry and province's office real estate portfolio.
  • Identify space and cost saving opportunities within client ministry office real estate portfolios in support of government objectives and priorities.
  • Manage and lead strategic Ministry office portfolio reviews to assess program and government need for office real estate.
  • Lead and coordinate the review and development of the ministries Results Based Plans with team to provide financial analysis, costing, office real estate advice and recommendations.
  • Review and provide input on ministry Treasury Board submissions with Office team that impact office real estate

 

2. Provide timely and accurate reporting on the office portfolio.

  • Lead the development and annual completion of Ministry Accommodation Plans including presentation to MEDEI and internal Business Units.
  • Lead the development and review of annual reporting including the Ministry Baseline Report, Space Compliance Report and Consolidated Ministry Dashboard.
  • Lead the review and updating of both Project and Accommodation Real Estate Options Analysis including annual reviews and enhancements of the templates.
  • Lead the development and review of the annual office work plan made up of third party office leases.
  • Accountable for timely and accurate monthly, quarterly and annual reporting on IO Key Performance Indicators as per Corporate Goals and Letter of Direction from MEDEI.
  • Establish and maintain linkages with the office real estate industry to keep up to date on issues and trends concerning the public/private office real estate industry.

 

 

3. Develop, enhance and maintain strong client relationships

  • Meet with client ministries on a regular basis to gain in-depth understanding of their programs, culture and customers.
  • Meet with client ministries to present and discuss office real estate portfolio recommendations, space and cost savings accommodation opportunities/impacts.
  • Educate ministry clients on IO's office real estate practices and program options in support of ministries' business planning processes.
  • In partnership with the VP Office Real Estate, ensure decision makers understand the office accommodation recommendations and solutions.
  • Educate and inform ministries on government priorities and objectives (i.e. Office Footprint Reduction) and the application and benefits thereof.
  • Work with VP Office Real Estate and other IO business units to establish, maintain and strengthen relationship with client ministries.

 

 

4. Supervise escalated issues management and resolution for the Ministries

  • Lead the resolution of escalated disputes between client ministries, IO and service providers within a portfolio of ministries.
  • Lead the resolution of issues escalated regarding but not limited to charge for accommodation, projects, real estate options analysis, accommodation plans, and reporting.

 

 

5. Manage and lead a client facing team and portfolio of ministries

  • Supervise and coach staff and other resources to achieve business and corporate objectives
  • Determine work priorities and assign work for team members.  Sets performance standards, review staff performance and provide performance feedback to staff on a regular basis.

 

6. Other duties as assigned from time to time as required by management.

Qualifications

Education and Knowledge

  • Post-secondary degree or diploma in real estate, planning, business, economics or related field
  • Knowledge and understanding of real estate trends and financial analysis such as present value, cost benefit, cash flow and payback methodologies
  • Knowledge of Client Relationship Management or similar training

Experience

  • Over 10 years experience in strategic asset management, real estate consulting or corporate real estate
  • Experience in developing recommendations/solutions and implementing recommendations in a corporate real estate organization
  • Experience managing people and motivating a team
