Position Purpose

The Manager is responsible for: • Assessing opportunities to unlock value in government owned assets , focusing on engaging the private sector • Supporting business development activities that initiate commercial projects • Developing and evaluating alternative commercial/delivery models • Assuming project management responsibility from initial due diligence through to project close for commercial projects including alternate service delivery and complex land transactions • Supporting complex negotiations with the private sector on behalf of government • Managing relationships with internal and external stakeholders to mitigate project risks and ensure project objectives are met • Working closely with clients to identify and address business and commercial issues • Preparing reports and presentations suitable for government clients and industry stakeholders • Managing external advisors to support project objectives

Key Function and Responsibilities

1. Carry out Business Development activities in support of the Commercial Projects strategic plan

  • Support the VP or Senior Manager, Commercial Projects, in proactively identifying potential commercial projects while identifying opportunities and actions to build IO's credibility and profile.
  • Support the development and execution of plans (including associated documentation such as Letter of Directions, Memorandum of Understanding, Terms of Reference, etc.) to convene the right government, industry, and internal stakeholders in order to initiate a commercial project.
  • Liaise with other IO staff with business development responsibilities on new projects in order to share leads and relevant information, and to ensure consistent messaging.
  • Align business development activities to the team's strategic plan, ensuring they are kept informed of relevant initiatives.


2. Conduct business case evaluation/analysis for land and commercial transactions with the support of the VP, Commercial Projects

  • In coordination with the Senior Manager and/or VP of Commercial projects, develop comprehensive and impactful business cases by: (a) working with clients to understand and clarify their objectives; (b)  defining and developing scenarios/models that help to maximize value in the context of client objectives; (c) carrying out the required financial, transactional, regulatory, and risk analyses related to these scenarios/models; and (d) developing a strong understanding of the various approaches to procurement and how to evaluate them.
  • Where appropriate, support the definition and execution of appropriate processes for engaging in discussions with the industry/market to inform the optimal approach to a given transaction. 
  • With oversight from the VP, Commercial Projects, develop timely and incisive reports, memoranda and presentation materials to effectively convey the team's analysis and recommendations to internal and external decision makers.
  • Support complex negotiations with the private sector by providing data and analytics to the appropriate team members.


3. Project Management oversight for assigned projects

  • In coordination with the Senior Manager and/or VP of Commercial projects, establish appropriate project governance structures and documents, and share with clients, external advisors and internal IO resources as required.
  • Develop and manage project forecasting tools, including budget(s) and schedule(s)
  • Lead RFQ, RFP and other procurement / disposition processes as appropriate in support of project development and implementation
  • Ensure the organization and maintenance of project documentation and files
  • Support procurement of advisors including preparation of scope of work, budgeting of advisor costs, evaluation and managing advisor through to contract completion
  • Support the delivery of presentations, technical reports and status reports to a variety of senior-level stakeholders both internally and externally.
  • Support the efforts of other IO departments enlisted by Commercial Projects, as well as external advisors retained to assist in carrying out project deliverable and activities (i.e. procurement, budget/deliverable management).
  • As required, represent IO in the external market (e.g. conferences, industry related events, etc.) and the Project Delivery division specifically, in a professional manner both internally and externally.
  • Assume other project-related duties and responsibilities as assigned.



4. Manage relationships with internal and external stakeholders and mitigate project risks to ensure project objectives are met.

  • Develop relationships with internal and external stakeholders to ensure timely progress against schedule, mitigate key project risks, and identify and resolve issues.
  • Maintain appropriate project update reports and utilize internal project control tools to manage projects in a manner that limits risk to the organization.
  • In cooperation with other internal resources, manage externally procured consulting expertise and resolve disputes on contract interpretation and terms of agreement on behalf of the organization.
  • Manage complex stakeholder networks and work with the internal communication team to ensure effective, coordinated and timely messaging. 


Education and Knowledge

  • University education in related discipline (i.e. Finance, Business Administration, Real Estate Development, Urban Planning, Economics).
  • Technical experience in Engineering, Urban Planning, Architecture, or equivalent. 
  • A relevant post-graduate degree (i.e. MBA) or professional designation (i.e. PMP, CPA, MCIP).
  • Knowledge of financial, legal, procurement and commercial aspects of transaction management.
  • Experience in relevant transactions (i.e. contract negotiations, complex land acquisitions/divestments, large-scale procurements on behalf of government).
  • Knowledge of real estate development process.
  • Exposure to the workings of government (i.e. organizational structure and processes).


  • Minimum 3 years demonstrated progressive experience on complex land or commercial transactions or equivalent experience relevant for the role.
  • Exposure to conducting business case development and analysis to assist in the evaluation of large-scale and complex projects.
  • Experience working within and/or leading multi-disciplinary teams.
  • Experience in achieving results and finding innovative solutions to complex issues and problems in a multi-stakeholder environment.
  • Demonstrated ability to develop and maintain positive and productive client relationships.
  • Experience in working with external consultants/advisors to deliver quality advice.
