Position Purpose

To lead, manage and direct the planning and delivery of a number of large complex Alternative Financing and Procurement (AFP) infrastructure projects within approved schedule, budget and quality parameters.

Key Function and Responsibilities

1. Deliver a portfolio of AFP infrastructure projects ensuring integration, coordination and consistency with strategic corporate directions and goals.

  • Manage the process from planning stage to project close out with a particular emphasis on working with clients to develop contract documents that are complete and have had the appropriate level of due diligence necessary to get to the commencement of construction. For each project, bring an understanding of the AFP model and its particular application to construction, design, operations, refurbishment and a life cycle of a linear infrastructure. 
  • Develop/deliver project implementation plans to ensure the delivery of multiple projects on time and on budget.
  • Lead the procurement of high-value services in support of project development and implementation. Manage externally procured consulting expertise, and resolve disputes on contract interpretation and terms of agreement on behalf of the organization.
  • Ensure comprehensive project management oversight is maintained throughout the planning, transaction, construction, commissioning and final completion phases of each project.
  • Collaborate with Transaction  Finance and Transaction Legal groups to develop financing models, broker multi-party deals, and negotiate complex financial agreements and contracts between parties
  • Interface with Transaction Finance, Transaction Legal, PMO, and other internal advisor groups on issues and challenges to drive delivery of the portfolio within approved schedule.
  • Utilize project control tools to manage projects. Enforce project management policies and guidelines, ensuring consistency with requirements for an AFP project.
  • Work collaboratively with clients, stakeholders and other parties to develop and negotiate comprehensive, fair and equitable agreements.
  • Proactively manage contentious situations and propose workable solutions to resolve current and potential issues.



2. Manage project risks to ensure delivery of projects within approved schedule, budget and quality parameters

  • Working closely with the Civil Infrastructure Delivery team members, internal and external advisors, manage various project risks from the concept phase of each project through to completion and hand-over.
  • Build and maintain effective and collaborative working relationships with clients, such as MTO and Metrolinx, and proactively work with them to mitigate potential issues and challenges.
  • Manage complex stakeholder networks for various projects and broker solutions to issues which arise.
  • Work with Communications Group to ensure effective, coordinated messaging and public relations in support of the projects.
  • In collaboration with PMO and senior executive team, establish internal reporting standards and process. Ensure accurate and timely reporting on all projects delivered by the team.
  • Keep division's executives and client teams informed on potential issues or events that may concern them or have an impact on programs, services and initiatives they are responsible for.



3. Provide leadership to the Civil Infrastructure Delivery team

  • Build, develop and motivate a team of high-caliber professionals that provides high quality services and builds reputation as a reliable business partner.
  • Establish performance measurement process, training and development programs for the team to support knowledge transfer, skills development and the team's ability to successfully manage deliverables.
  • Evaluate current business processes and integrate team's activities with other business units within the division and across Infrastructure Ontario.
  • Be an active member of the Major Project's leadership team, including knowledge sharing and participation on various committees, as directed by the SVP, to further the AFP model of delivery.
  • Have demonstrated experience in the management of teams working on P3/AFP projects, whether in the delivery, procurement or construction stages of work and mentoring of junior staff.


Education and Knowledge

  • University degree in a related discipline e.g. Construction Management, Engineering, Project Management, and/or Finance. Professional Engineer designation or equivalent is preferred.
  • Understanding of the highway design process and knowledge of planning, municipal l approval requirements and regulatory agency review processes.
  • Understanding of appropriate codes, standards and other guidelines related to the delivery of linear infrastructure projects.


  • A minimum of 20 years of progressively senior experience in the development, consulting or construction industry.
  • Hands-on experience in planning, development and construction of large, complex civil infrastructure projects, including highways, roads, transit, transportation, and other heavy civil infrastructure.
  • Experience in delivery, procurement or construction of major Highway P3/AFP projects is an asset.
  • Substantial expertise in contract management, construction finance, and large-scale procurement.
  • Experience in putting together a large deal that is marketable to lenders is preferred.
  • Expertise in quality management processes and oversight.
  • Experience successfully leading challenging negotiations of contracts or agreements in a complex multi- stakeholder environment.
