Position Purpose

To support the Project Manager and Director in the management of all aspects involved in the delivery of specific Alternative Financing and Procurement Project(s) from the initial due diligence phase through to final completion of the construction phase.

Key Function and Responsibilities

 

1. Provide support to the Project Manager and Director in the coordination and management of specified AFP projects.

  • Assist in the due diligence of assigned AFP projects to determine project readiness
  • Analyze project budget, schedule and other project information to prepare presentations for variety of stakeholders
  • Working with the Director and Project Manager, take part in the preparation and evaluation of the Request for Qualifications (RFQ) and Request for Proposal (RFP). Implement project procurement and resource strategies
  • Perform research; analyze trends and a variety of complex data to contribute to project capital planning processes; support review of proposals
  • Draft letters and technical reports for stakeholders and prepare management reports to support decision-making by senior management and the project management team

 

2. Build and maintain relationships with internal/external stakeholders

  • Assist the Project Communications group in the development of project communication material
  • Build and maintain effective relationships with clients, stakeholders and other team members

 

3. Apply project management processes & techniques to support effective delivery of specified AFP projects

  • Actively assist in the planning process and in the development of a comprehensive project management plan.
  • Monitor and evaluate project progress against project plan including the impact of proposed changes or delays
  • Develop risk management practices on projects, including identifying, assessing, monitoring and tracking risks and reporting issues to management
  • Implement appropriate project management practices as required for specific projects
  • Assume other duties and responsibilities as assigned

Qualifications

Education and Knowledge

  • University education in a related discipline e.g. Construction Management, Engineering and Business/Finance, or experience that would be considered equivalent.
  • Knowledge of project management methodologies. Professional Engineer (P. Eng) and Project Management Professional (PMP) designations would be an asset but are not required.
  • Knowledge of AFP delivery model is preferred.

Experience

  • A minimum of 3 years of demonstrated project management experience working on infrastructure/construction projects. Rail transit or Highway experience is preferred.
  • Experience in construction estimation and scheduling for highway/road or transit projects and knowledge of rail transit and/or road infrastructure maintenance would be a strong asset.
