Position Purpose

Provide expert advice to Infrastructure Ontario and its Services providers on heating, ventilation and air conditioning (HVAC), fire protection systems, plumbing and draining systems, and specialized plumbing systems (natural gas, fuel oil, medical gas, etc.) capital projects. Contribute to the improvement of project studies, system engineering concepts (e.g. design brief) and concept report, drawings, specifications, deficiency lists, and other reports in the project delivery process. Evaluate the current portfolio’s Building Automation Systems (BAS) using company tools and operating protocols, providing Infrastructure Ontario with recommendations to improve BAS performance. Recommend long term strategies and solutions to meet Infrastructure Ontario Enterprise and Individual Building improvement objectives.

Key Function and Responsibilities

1. Take the lead as a technical expert, ensuring quality in project scope and the delivery of building systems related projects

  • Provide expert advice and project reviews to stakeholders for the heating, ventilation and air conditioning (HVAC), fire protection systems, plumbing and draining systems, and specialized plumbing systems (natural gas, fuel oil, medical gas, etc.).
  • Work with designers, commissioning agents and other disciplines to achieve the optimal design for the individual projects.
  • Review project studies, all system engineering concepts (e.g. design brief) and concept report, drawings, specifications, minutes of meetings, substantial completions certificate, deficiency lists, and other reports necessary to deliver a project.
  • Review and ensure building system designs are in accordance with the requirements of municipal and provincial building code and Infrastructure Ontario Guidelines.
  • Provide feedback and questions on design submissions to project managers, facility managers, designers, commissioning authorities and contractors, if necessary.
  • Ensure that shop drawing Technical review process with Facility and Project service providers takes place within specified project timelines.
  • Conduct site visits, site reviews and review of change notices, site instructions, and substantial completions meetings and confirm deficiency list completion. 
    • Provide expert advice to the Project and Facility Management Service providers to ensure the optimum performance of building systems
  • Participate in developing Infrastructure Ontario new guidelines, standards and policies to keep up-to-date on building systems best practices and trends.



2. Provide Building Automation Control expertise

On the building level:

  • Review submittals and schedules subsequent hand-off to operations.
  • Review the proposed mix of products and installation methods to provide the most cost effective solution on the building and enterprise levels.
  • Act as a technical resource to team and customer as needed. Participates in BAS project turnover meetings and walk- thru to evaluate accuracy of the project delivery and final results including the graphics and field controllers.
  • Participates in initial job site walk through with Facility and project managers. Independently reviews the building automation system designs to meet Infrastructure Ontario Guidelines and standards.
  • Analyze plans, construction contract specifications and codes to determine project requirements and risks.
  • Generate DDC point database on all projects. Review start-up and checkout documentation to the Project Manager and system specialist for use in commissioning and validation. Review engineering re-estimate and follows up with appropriate sales and management to assure understanding of and satisfaction with job scope.
  • Review specifications and drawings for special components and panels purchased from outside suppliers. Select proper types and sizes of company products and outside suppliers to meet Infrastructure Ontario requirements. Prepare all information on pre-installation extras or change orders to submit to customer or general/ subcontractor.
  • Oversee the creation of system graphics. Ensures the job folder is organized and maintained including all pertinent job related information. Order and track all required products and materials for timely delivery on the job site. May perform some field activities as required


On the Enterprise Level:

  • Assess and valuate existing large complex building automation Systems and network architecture to support operator workstations, DDC field panels, and third-party integration devices connected through LON, Ethernet, or BACNET.
  • Recommend Network solutions to meet Infrastructure Ontario requirements to IO and its service providers.
  • Design Enterprise Building Automation Systems  for large and/or complex buildings consisting of mechanical system layouts, electrical drawings, bill of materials, sequence of operations, valve and damper schedules, DDC panel layouts, points lists to meet the intent of the project plans, specifications and contract documents.  


Education and Knowledge

  • Post-Secondary degree or diploma in Mechanical Engineering or related discipline;
  • P. Eng designation in Mechanical or related discipline.
  • Expert knowledge of Retrofit Project reviews and building automation systems.
  • Advanced working knowledge of the provincial building code, ASHRAE, CSA and NFPA standards
  • Strong knowledge of engineering concepts, methods and standards
  • Certified Project Management Professional (PMP) is preferred
  • Certified Energy Manager (CEM) is preferred
  • LEED certification / Experience implementing sustainable design (LEED projects) is an asset


  • Over 5 years' experience in Property/Facility Management Industry, delivering project designs and conducting Building automation assessments
  • 5-7 years of project engineering experience in the field of mechanical building services.
  • 3-5 years in building controls, automation and/or HVAC systems
  • 2-3 years with contract administration and financial project management;
  • 2-3 years in developing and reviewing technical and contract requirements

  • Possess sound communications skills as demonstrated through Infrastructure Ontario Staff and Service providers.
  • Have excellent problem solving and decision-making skills
  • Proficient in the Microsoft suite of products
