The Procurement Specialist role is an exciting opportunity to utilize a combination of Public procurement, strategy, analytics, commercial acumen and technical knowledge as we continue to increase the strategic focus of the procurement team as a value adding partner.


As the central procurement agency for complex procurement for the province of Ontario, the Procurement Specialist will execute the procurement process for IO and act as an advisor to IO business units and external government clients by providing guidance and advice on procurement approaches and processes. This role will also contribute to the development, implementation and continuous improvement of IO's procurement framework, standards and processes. While the initial expected emphasis of this role will be to assist in the procurement process for AFP projects, the long term emphasis of the role will include execution of procurements for all IO business lines.


To succeed in this role you will have excellent organization skills with superior attention to detail to successfully manage multiple projects at different phases to meet strict deadlines. You will also have the ability to understand business issues quickly, exercise good judgment in providing timely and practical procurement advice, work effectively at all levels of the organization, and clearly communicate complex procurement issues in a way that can be understood by business units and other stakeholders.


The successful individual will have a minimum of five years' experience as a procurement professional, engineering, architecture, construction or project management, or law (or related fields) ,for either a public procuring authority or a private sector company (including providing consulting or advisory services) with emphasis in large capital/project procurements. The successful individual will also have a university degree or equivalent in business administration, engineering, architecture, construction or project management, law or other related discipline(s)... Experience in RFx development and procurement  processes, which may include detailed understanding of development of scope documentation, is also required.
