Final Procurement Stage Underway

Proposals have been received by Infrastructure Ontario for companies to design, build, finance and maintain the Durham Consolidated Courthouse, paving the way for the final stages of procurement.

“We are excited to be close to naming a winning bidder for the Durham Consolidated Courthouse project,” said David Caplan, Minister of Public Infrastructure Renewal. “This is one of many infrastructure projects under ReNew Ontario, our five-year $30 billion plus infrastructure renewal plan.”

“Over the next 20 years, the Region of Durham is forecasted to have one of Ontario's highest rates of growth in population and judicial caseload,” said Michael Bryant, Attorney General. “The development of the Durham Consolidated Courthouse will ensure that the region has access to state-of-the-art, modern courthouse facilities.”

The RFP, issued on February 15, 2006, closed yesterday. 

In the next stage of the procurement process, the Ministry of the Attorney General and Infrastructure Ontario will evaluate the bids, select a preferred proponent and finalize a contract.  The winning proponent is expected to be named in January 2007. Construction is scheduled to begin in March 2007. 

“This project is an excellent example of how the province and the Region of Durham are working together to create a state-of-the-art justice facility, while helping revitalize Oshawa's downtown core,” said MPP Wayne Arthurs, Pickering-Ajax-Uxbridge.  “The Durham Consolidated Courthouse project demonstrates the benefits that sound planning can have on environmental conservation, community revitalization, economic development and sustainable growth.”

The Durham Consolidated Courthouse will include 33 courtrooms, three motions rooms, two conference/settlement rooms and related legal and court services.  It will be equipped with up-to-date technology and security systems.

As part of the government's commitment to creating and promoting energy conservation in Ontario, the new facility will be built to Leadership in Energy and Environmental Design (LEED) standards, including rigorous requirements for energy management and conservation. 

This project will be managed by Infrastructure Ontario under the government's Alternative Financing and Procurement (AFP) program.
