TORONTO - Infrastructure Ontario (IO) and Metrolinx have issued a Request for Proposals (RFP) to three shortlisted teams to design, build, and finance the GO Transit station improvements on the Stouffville Corridor.

The teams were selected based on criteria identified in the Request for Qualifications (RFQ) process that began in July 2016. Selection criteria included design and construction capability, experience, and financial capacity to deliver a project of this size and complexity.

The shortlisted teams are:

EllisDon Transit Infrastructure

  • Developer: EllisDon Capital Inc.
  • Constructor: EllisDon Civil Inc.
  • Design: WSP/MMM
  • Architecture: Architecture 49
  • Financial Advisor: EllisDon Capital Inc.

Kenaidan Obayashi Transit Partners

  • Developer and Constructor: Kenaidan Contracting Ltd. and Obayashi Canada Ltd.
  • Design: IBI Group and R.V. Anderson Associates Ltd.
  • Financial Advisor: Rocklynn Capital Inc.

Kiewit-Bird Joint Venture

  • Developer and Constructor: Peter Kiewit Infrastructure Co. and Bird Design-Build Construction
  • Design: Stantec and Perkins & Will
  • Financial Advisor: TD Securities, Kiewit Canada Development Corp. and Bird Capital Limited Partnership

The RFP outlines the scope of work required for three stations on the Stouffville Corridor:

  • Milliken Station: new east side platform and upgrade of existing west side platform with a full enclosure, passenger access tunnels connecting the platforms with elevators, new Steeles Avenue East pedestrian connection and customer amenities, and a grade separation at Steeles Avenue East.
  • Agincourt Station: new second track, new side platforms with a full enclosure, passenger access tunnels with elevators, customer waiting areas, building relocation and customer amenities provisions.
  • Unionville Station: new second track and third turning track, new side platforms with a canopy, passenger access tunnels with elevators, parking expansion and customer amenities.

Teams will now begin preparing proposals that will detail how they will design, build and finance the project. Once submissions are received, IO and Metrolinx will evaluate the proposals, select a preferred bidder and then negotiate a final contract. A fairness monitor will oversee the entire process and the successful bidder is expected to be announced in spring 2017.

This work on the Stouffville corridor is part of a larger, system-wide plan to improve overall GO Transit service, including the delivery of GO Regional Express Rail (RER) by 2024-25. To support transit improvements, Metrolinx will be undertaking major infrastructure upgrades, including additional track, GO station modifications, improved rail crossings, required systems for electrification, and new locomotives and train control systems to enable more frequent service.

  • GO Regional Express Rail represents a historic investment in GO Transit that will provide faster, more frequent and convenient transit service across the Greater Toronto and Hamilton Area, including introducing electrification of core segments of the GO rail network by 2024- 25.
