About the Project
The Ottawa Hospital’s (TOH) Civic Campus Redevelopment Project involves the construction of a new TOH Civic campus in Ottawa, that will be one of the largest and most modern teaching hospitals in Canada. The new hospital will enable TOH to provide highly specialized emergency and trauma services to treat complex injuries and illness for patients from Eastern Ontario, Western Quebec and Nunavut.

Community and Sustainability Benefits
The hospital will be designed and built with an emphasis on well-being for patients, visitors, staff members and the community at large. The design will use a hybrid of leading sustainability models including the Canada Green Building Council's Leadership in Energy and Environmental Design (LEED®) rating system, the National Capital Commission’s Sustainable Development Strategies, the One Planet Living framework, and the WELL Building Standard.
Demonstrating Value
The TOH Civic Campus Redevelopment Project is being delivered using a Progressive Design-Build-Finance-Maintain (DBFM) model. Key benefits of a Progressive DBFM model include the opportunity to work more collaboratively to develop design, reduce risk and finalize the price before contracting for project implementation. Using the Progressive DBFM model allows for significant risk transfer to the private sector over the life of the project agreement (that includes the 30-year maintenance term), greater cost and schedule certainty, greater potential for design and construction efficiencies and innovation as well as integration of long-term maintenance.
Based on precedent project experience, a DBFM procurement model typically has delivered a value for money savings in the range of 15% to 22% compared to undertaking the same projects using traditional delivery models.
