IO and WAHA (“sponsors”) intend to issue a Request for Proposals (RFP) related to the Weeneebayko Area Health Authority (WAHA) redevelopment project to the market in early 2022. The project is to be procured using a new progressive P3 approach where the sponsors intend to select a team to design and price the project, in collaboration with the sponsors, under a Development Phase Agreement. Upon completion of the Development Phase, the team is expected to enter a design-build-finance P3 Project Agreement with WAHA.

The RFP will include two stages:

  1. In the first stage, teams with demonstrated ability and experience to complete the design and construction obligations will be selected.
  2. In the second stage, a preferred proponent will be determined based on various planning approaches, an ability to raise financing and the price of the developer’s design and preconstruction services during the development phase.

To help prospective bidders organize their teams appropriately, the sponsors are providing the following summary of unique project aspects for prospective teams, in addition to typical teaming requirements, which may include, but are not limited to:

Team Participants:

  • A Stakeholder Management Lead with a strong preference for an individual with experience consulting with First Nations and Indigenous Communities

Demonstration of supplementary experience requirements:

  • with hospital design and construction with an emphasis on remote locations with complex access requirements;
  • with design and construction of facilities in a northern (sub-arctic) climate;
  • with effective and meaningful engagement with Indigenous communities during design development;
  • with effectively engaging Indigenous communities, such as through apprenticeship opportunities, in sub-contract procurements and throughout construction
