Every year, the Office of the Auditor General of Ontario (OAGO) undertakes performance audits. This year, Infrastructure Ontario (IO) was the subject of two audits: one focused on a selection of major projects and the second on the Ontario Place Redevelopment. These audits were released on December 3, 2024.

We accept all the recommendations from both audit reports and will begin their implementation. At IO, we firmly believe that the audit process is a key part of maintaining the public’s trust and an annual reinforcement of our accountability to the people of Ontario. We appreciate the OAGO's work and partnership.

Ontario Place Redevelopment Audit

In 2019, IO’s was directed to design and execute a Call for Development process to solicit proposals from international market participants aligned to the government’s vision to redevelop Ontario Place; it was not a procurement process. The auditor’s recommendations focus on the novel approach we used to evaluate a broad set of proposals, which was intentionally designed to be flexible and allow for the comparison of very different submissions.  We faithfully executed the government’s direction. A competitive review was conducted by nonpartisan officials at the Ministry of Heritage, Sport, Tourism and Cultural Industries and IO.

Procurement and Delivery of Select Infrastructure Projects

This audit examines Trillium Health Partners Mississauga Hospital, Highway 427 Expansion, and Lakeridge Gardens Long-Term Care Home projects. The recommendations focus on project costs and the revised approaches leveraged by IO to deliver these projects. While acknowledging the updated cost figures, which reflect the unprecedented inflation of recent years, we remain confident that we ensured and continue to drive value for taxpayers through these incredibly complex projects.

In addition to these projects, since 2020, IO has:

  • Brought 40 projects to market
  • Achieved substantial completion of 36 projects
  • Initiated construction on 29 projects
  • Completed:
    • 14 hospitals
    • 7 justice facilities
    • 6 public works projects
    • 9 transit and transportation initiatives

The total value of IO contracts currently under construction is approximately $47 billion. We are driving immense value for Ontario residents and maintain high integrity in our operations.
