Infrastructure Ontario (IO) and the Ministry of the Environment, Conservation and Parks (MECP) have issued Stage 2 of the Request for Proposals (RFP) to proponents who have been shortlisted to deliver a new digital records system. Part of the Ministry’s Modernization of Property Information Program, the new system will help to improve response times for environmental property requests regarding matters such as soil, water and contamination on properties across Ontario.

Teams were prequalified from a Stage 1 RFP process that began in May 2023. The shortlisted proponents are:

  • Accenture Inc.
  • Information Services Corporation (ISC)
  • Maximus Canada

During the second stage of the RFP, Proponents will receive the RFP bid documents and attend commercially confidential meetings to further refine their technical and financial proposals. IO and MECP will evaluate the submissions and select a preferred proponent to deliver an initial proof of concept, before awarding a final contract. IO, MECP and a third-party fairness monitor are overseeing the procurement.

In March 2022, MECP launched the first phase of its Environmental Property Information portal, whereby applicants are notified within five business days if property records currently exist. To manually search for and provide copies of relevant records to requestors, a FOI request can require an additional five to ten weeks. The MPI program will digitize millions of property records to streamline the process for receiving property information and enable faster, more efficient service.
