Infrastructure Ontario (IO) and the Ministry of the Solicitor General have issued a request of qualifications (RFQ) for interested parties to submit their qualifications to Design, Build, and Finance 12 new detachments and one regional headquarters for phase three of the Ontario Provincial Police (OPP) Modernization project.

Twelve new detachments will be constructed to replace aging infrastructure and upgrade OPP facilities. In addition, a new OPP headquarters for the northwest region will be built in Thunder Bay. The new detachments will be located in:

  • Ignace
  • Niagara
  • Bracebridge
  • New Liskeard
  • Burlington
  • Kenora
  • Lancaster
  • Red Lake
  • Sioux Lookout
  • Killaloe
  • Espanola/McKerrow
  • Wawa

The RFQ is the first step in the process to pre-qualify a team to help Design, Build, and Finance the project. Submissions will be reviewed to shortlist teams with the suitable design and construction experience, as well as the financial capacity to deliver a project of this size and complexity. Shortlisted teams will then be invited to respond to a request for proposals (RFP), which is expected to be released in early 2026.
