TORONTO – The Request for Proposals (RFP) stage has closed for teams to submit their bids for the Stations, Rail and Systems (SRS) contract for the Scarborough Subway Extension. Procurement is being led by Infrastructure Ontario and Metrolinx. The SRS project is being delivered using a Progressive Design-Build delivery model.
Following a fair, open and transparent Request for Qualifications process, teams were shortlisted and invited to respond to a Request for Proposals in February 2022. Scarborough Transit Connect and SRS Transit Partners (formerly Dragados) have submitted their proposals by the RFP deadline.
Infrastructure Ontario and Metrolinx will evaluate the submissions with a fairness monitor overseeing the entire procurement process. Next, IO and Metrolinx will select a development partner with whom they intend to work collaboratively during a development phase before finalizing the Design-Build contract. The development phase is expected to start in Fall/Winter 2022.
The 7.8-kilometre Scarborough Subway Extension is being delivered in two large contracts: the SRS package and the advance tunnel contract, which was awarded on May 25, 2021, to Strabag.
The Scarborough Subway Extension is one of four priority transit projects announced by the Province in 2019 for the Greater Toronto Area. In May 2021, the Government of Canada announced funding for Ontario’s four priority transit projects in the Greater Toronto Area, including the Ontario Line, a three-stop Scarborough Subway Extension, the Yonge North Subway Extension and the Eglinton Crosstown West Extension. Progress is being made on all four subway projects and procurements are being staged to ensure each project is delivered successfully.
