Transparent, Consistent, Proven

Our process is open, transparent and proven, delivering value for public money.

Infrastructure Ontario has built an international reputation for excellence and a proven track record of success in delivering public-private partnerships. Similarly, we’ve built a process for delivering Development projects that can be trusted by stakeholders.

Our five-stage process achieves the provincial government’s goals for the use of public lands for the benefit of all Ontarians.

Feasibility

  • Check if the site is suitable for development
  • Make sure the project supports provincial priorities

Pre-planning

  • Create a project plan
  • Bring in the right consultants and experts
  • Start working on early design ideas
  • Begin talking with key stakeholders

Planning

  • Submit plans to partner municipalities
  • Hold community engagement sessions and gather feedback
  • Secure zoning approvals to confirm what can be built

Transaction

  • Finalize the business model or partnership approach
  • Negotiate commercial terms, including what happens after closing
  • Sign the formal commercial agreement

Post-closing

  • Carry out the work to prepare the site and unlock revenue
  • Manage and oversee contractual commitments

Harnessing the power of the private sector

IO harnesses the experience, expertise and financial resources of the private sector in two ways:

  • Market Offers – Using a competitive process to best deliver provincial priorities on publicly owned lands.
  • Partnerships – Working with third parties to advance provincial priorities.
