Infrastructure Lending

Our Loan Program has supported more than $22.6 billion in local infrastructure investments across Ontario. The program offers low-cost, long-term financing to public sector clients so they can modernize and renew essential infrastructure.

Thanks to this program, we have enabled over 4,000 community projects in every part of the province, including road and bridge revitalization, new recreation centres and affordable housing units, as well as the purchase of critical equipment like fire trucks and energy-efficient streetlights.

We tailor our loans to reflect the unique needs and development challenges of municipalities, housing providers, universities and other eligible public sector clients. All borrowers within a sector receive the same affordable rates and program benefits, regardless of their size or location.

While every loan is different, the impact is the same: efficient, healthier and more prosperous Ontario communities.

Housing-Enabling Water Infrastructure Lending Stream

The Housing-Enabling Water Infrastructure (HEWI) lending stream provides up to a total of $1 billion in loans to municipalities for water infrastructure projects that support new housing development. Municipalities can apply for this lending stream through IO’s Webloans portal.

GO Stations Lending Stream

Ontario is providing up to $1 billion in loans under IO’s lending program to help eligible municipalities cover the upfront costs of building new GO stations. This investment will help unlock opportunities to build transit-oriented communities around these stations, bringing more housing and jobs near transit.

In order to apply for this lending stream, municipalities must receive consent from the Minister of Infrastructure to implement a Transit Station Charge.
