About the Project
The Macdonald Block Complex is the administrative hub of Ontario government operations and has a total gross building area of approximately 1.7 million square feet. The complex consists of five buildings: four office towers (Hearst, Hepburn, Mowat and Ferguson Towers) ranging from 10 to 24-storeys, connected by a two storey podium (Macdonald Block) with two floors of underground parking.
Completed in 1971, the Macdonald Block Complex has never undergone a major renovation. The reconstruction project will update all core building systems, including electrical, water, cooling and heating, which have reached the end of their useful life and must be replaced. It will also update office accommodations to meet modern accessibility standards.
Each building in the Complex will be taken back to its original building core, remediated and rebuilt using modern technologies, systems and materials while preserving the integrity of its many heritage features. The newly reconstructed complex will meet current building, health, safety, and accessibility standards and will accommodate significantly more employees through more efficient use of this government-owned office space.
The project is being delivered through Infrastructure Ontario's design, build, finance and maintain (DBFM) Public-Private Partnership (P3) model Infrastructure Ontario and the Ministry of Infrastructure are working together to reconstruct the Macdonald Block Complex, which will continue to be publicly owned.

- The reconstructed Complex will make more efficient use of government-owned office space to accommodate more workers, eliminating the need for an estimated 586,000 rentable square feet of office space.
- The reconstructed Macdonald Block Complex is expected to meet the Leadership in Energy and Environmental Design (LEED®) Silver standard.
- The Macdonald Block Complex is a Provincial Heritage Property of Provincial Significance. The Complex has heritage value for its history, urban design, architecture, landscape, and public art. The government is committed to preserving its many heritage elements throughout the reconstruction process.
