About the Project
IO is working with the Ministry of the Solicitor General on expansion projects for adult correctional facilities including the Niagara Detention Centre in Thorold, Ontario. These projects are part of the Ontario government’s commitment to transform adult correctional services, increase capacity and improve the health and safety of frontline staff through new hires and better infrastructure.
The expanded spaces will help support safer work environments for front-line staff, enhance supports for individuals in custody and create additional space for programming and health care services.

Procurement Process
Infrastructure Ontario used its Request for Qualifications and Standing Offer (RFQSO) process to award the contract for this project. The RFQSO was issued to establish a list of firms with demonstrated ability and experience in rapid delivery construction projects and mandates. Bird Construction was called-up under the process to enter into confidential meetings and negotiations, concluding with the contract award.
