About the Project
Infrastructure Ontario (IO) is in the process of re-procuring its Project Management Service Provider (PMSP) program. This program involves managing a variety of enhancement, expansion and new construction projects focused on the government’s General Real Estate Portfolio (GREP) and other ministry and broader public service-driven projects across the province.
The service provider re-procurement is not simply the selection of a new vendor. It allows IO the opportunity to transform and improve how projects are being delivered across the province. A new commercial model has been developed to respond to changing market conditions and lessons learned engagements. The new service provider will deliver high complexity projects with a value of up to $20 million from inception through to final completion, including design, construction, and commissioning, utilizing a predominantly Design-Bid-Build contract model for designers and contractors.
The re-procurement of the service provider will begin in early 2023 and, following a transition period starting in the fall of 2023, the new service provider is expected to commence full service delivery in spring 2024. IO’s existing PMSP arrangements were procured in 2014. IO currently has two service providers and those contracts will expire on March 31, 2024.
