About the Project
Weeneebayko Area Health Authority (WAHA) provides vital healthcare services to people living along Ontario’s James Bay and Hudson Bay coasts, many of whom are of Cree lineage.
The WAHA redevelopment project involves the construction of a new hospital, Elder Care Lodge, visitor hostel and staff accommodations in Moosonee and a new Ambulatory Care Centre on Moose Factory Island. Once complete, these modern facilities will support WAHA in providing exceptional, culturally sensitive healthcare to patients and clients living along Ontario’s James Bay and Hudson Bay coasts, many of whom are Indigenous.

The new health campus in Moosonee will include the following:
- 36 inpatient beds, in private rooms;
- A larger 24-hour Emergency Department;
- Modern surgical suites;
- Expanded mental health and addictions programming;
- Improved primary health care services;
- Lab/Pharmacy/Diagnostic Imaging;
- Traditional Healing; and,
- A new 32-bed Elder Care Lodge;
- A hostel for patients and visitors; and
- Residences for staff.
The new ambulatory care centre on Moose Factory Island will include:
- Emergency health services;
- Access to primary health care;
- Diagnostic imaging capabilities;
- Ontario Telemedicine Network;
- Traditional Healing and Spirituality; and;
- Health promotion programming
Community And Green Benefits
The new regional health campus will allow WAHA to expand its health promotion and capacity building programs, better accommodate primary health care services and improve access to health care in Moosonee, Moose Factory Island and along Ontario’s James Bay Coast.
- The WAHA project is being delivered using a Progressive DBF model. Key features of a Progressive DBF model include the opportunity for development partners and owners to work more collaboratively to develop design, reduce risk and finalize pricing before contracting for project implementation. Progressive DBF projects also retain the benefits of typical P3s including the value of private sector capital.
- Based on precedent project experience, a DBF procurement model typically has delivered a value for money savings in the range of 10% to 15% compared to undertaking the same projects using traditional delivery models.
