About the Project
The Windsor Regional Hospital – The Fancsy Family Hospital Project will consolidate acute care services from two existing Windsor Regional Hospital (WRH) campuses; Ouellette and Metropolitan, into a single, modern facility. The project is being delivered in three phases, with Infrastructure Ontario overseeing the tendering process for the final two phases, which will be delivered through two separate contracts.
- Contract 1: The Diagnostic and Treatment Block (D&T Block)
- Contract 2: An In-Patient Tower (IPT)
The Fancsy Family Hospital Project: Contract 1 Diagnostic and Treatment Block project will include a Diagnostic and Treatment (D&T) Block, an at-grade helipad and a Central Utility Plant (CUP).
Once complete, the Fancsy Family Hospital Project will increase healthcare capacity in the Windsor-Essex county and address the significant need for more specialized care for patients. The new facility will expand services for the Windsor-Essex region areas fast-growing communities, supporting a robust and accessible local health system.

The Fancsy Family Hospital Project: Contract 1 Diagnostic and Treatment Block will increase capacity by improving access to services for our community and enhancing care environments. This project is focused on the health and well-being of the Windsor-Essex region and beyond and will support staff, professional staff, volunteers, patients, families, and caregivers.
As part of the design, leading sustainability models, including the Canada Green Building Council’s Leadership in Energy and Environmental Design (LEED) rating system will be used to guide planning towards a greener future.

- The Fancsy Family Hospital Project: Contract 1 Diagnostic and Treatment Block project is being delivered using a Design-Build-Finance-Maintain (DBFM) model. Key benefits of a DBFM model include significant risk transfer to the private sector over the life of the project agreement (that includes the 30-year maintenance term), greater cost and schedule certainty, greater potential for design and construction efficiencies and innovation as well as integration of long-term maintenance.
