The request for proposals (RFP) stage has closed for the CAMH Phase 1D Redevelopment project. The project includes construction of a new building to replace existing facilities for patients with complex mental illness who have encountered the legal system and additional indoor and outdoor support spaces at the 1001 Queen Street West location in Toronto.

Following a fair, open, and transparent request for qualifications process that began in February 2022, one team responded. PCL was prequalified and invited to respond to a RFP. The PCL team submitted their proposal to design, build and finance the project by today’s deadline.

The PCL team includes:

  • Applicant Lead: PCL
  • Design Team:  Diamond Schmitt Architects & Architectural Resources
  • Construction Team: PCL Constructors Canada Inc.
  • Financial Advisor: TD Securities

Infrastructure Ontario and CAMH will evaluate PCL’s proposal and if successful, negotiate the terms for a contract, anticipated late 2023. A fairness monitor is overseeing the entire procurement process.

IO and CAMH are working with the Ministry of Health to deliver this project.
