Integrated Team Solutions (ITS): EllisDon Corporation and Fengate Capital Management Ltd., with EllisDon also providing design build services. The facilities were designed by Parkin Architects and Architects Tillmann Ruth Mocellin. Honeywell Limited will provide facilities management. Scotia Capital acted as financial advisor to ITS.

St. Joseph's Forensic Mental Health Care facility in St. Thomas:
- built on the site of the previous facility in St. Thomas
- provides specialized inpatient and outpatient services, such as:
- assessment
- treatment
- outreach and support services to individuals with a mental illness who have come into significant contact with the criminal justice system

- Environmentally friendly design that achieved LEED Gold certification as part of the government's commitment to reduce energy use and greenhouse gas emissions
Economic Benefits
- At the peak of construction, it is estimated that 200 workers were on each site daily
